The Tourism Ministry forecasted an influx of 400,000 Russian tourists to the country in 2009.

The 16,000 square-meter (172,000 square-foot), 240-room hotel, with a helipad, will be built by Sun Dream, a company owned by the Moscow municipality and the Intercons Corp, the ministry said in a statement.

Construction is expected to begin within a few months.
