In the Eastern Russian-speaking part of the Ukraine, the government of the self-proclaimed Luhansk People’s Republic (LPR) is ready to sit down at the negotiating table with Kiev if the Ukrainian authorities terminate a punitive operation in the Ukraine’s southeast, said Valery Bolotov, the people’s governor of the eastern Ukrainian Lugansk region.

It has been reported that a bridge in Lugansk was blown up by the new self-proclaimed Lugansk People’s Republic (LPR) in order to stop the Ukrainian government forces from entering the East Ukrainian city.

At the same time, the leader, Valery Bolotov, of the new self-proclaimed government in Luhansk, ordered all reservists between 18 and 45 years of age to mobilize in his break-away state. He said he will focus on establishing a special medical group.

At 3:00 pm local time, sirens alerted the population to leave work and schools and to go home. Many stores closed immediately in order to avoid looting. Reports about possible interruption of the mobile phone network were also coming in.

Eyewitnesses living in Luhansk told eTN: “For the first time, the situation looks serious in Luhansk. People are trying to buy food and make water deposits in case of an emergency. Many citizens with apartments in the city center are trying to get out and stay with relatives and friends in the country.”
