DUBAI, UAE – The General Civil Aviation Authority (GCAA) recently held an accident comments workshop as final report preparations are put in place for the United Parcel Services (UPS) Boeing 747-400 Freighter crash. The accident, which took place south of Dubai in September 2010, has involved a complex international investigation, the findings of which will be officially published on 1 July 2013.

The workshop, which took place at the GCAA HQ Training Centre in Abu Dhabi, was attended by members of the Air Accident Investigation Sector (AAIS), Ismaeil Mohamed Abdel Wahed, Executive Director, and Khalid al Raisi, Director. They met with representatives from the US Government National Transportation Safety Board (NTSB), United Parcel Services (UPS), Boeing and the US Federal Aviation Administration.

H.E Saif Mohammed Al Suwaidi, GCAA Director General, commented: โ€œOver the past years, the GCAA has gained enormous capabilities in handling air accident investigations, and we are very keen to collaborate with other specialized entities to share expertise and enhance the safety of the UAE skies.โ€

Investigator in charge (IIC), Khalid Al Rais said: โ€œThe GCAA is in the final stages of preparing the air accident final report for the UPS Boeing 747-400 Freighter crash which occurred south of Dubai in September 2010. The UAE GCAA is a signatory to the ICAO Chicago Convention, which provides the Statesโ€™ guidance material for ICAO Annex 13 Air Accident Investigation. As such, all concerned parties were called to the UAE for a comments workshop 29th April – 1st May 2013.

โ€œThe workshop aimed to open a constructive dialogue between all parties involved in the investigation, in order to enhance safety. The investigation has involved a significant level of international cooperation that has seen the UAE take a leading role. A number of independent fire tests have been performed, and reconstruction of the aircraft critical systems was undertaken to establish the root cause of the aircraftโ€™s failures.โ€

The GCAA has carried out a comprehensive investigation analysing in detail the causal factors of the accident. The GCAA is internationally recognized as a competent accident investigator and is a leading participant in regional Gulf safety initiatives.

The full findings will be published in the official final report, along with numerous safety recommendations set forward by the GCAA to concerned entities. The report will be published 1 July 2013.
