NEW YORK - Flight cancellations for U.S. airlines in January jumped to nearly 4% of all scheduled domestic flights from 2.5% in the same month last year, the Bureau of Transportation statistics said Monday.

On the other hand, since the advent of tougher federal fines for leaving passengers stranded on planes stuck on the runway, tarmac delays of more than three hours fell to one in January from 20 a year ago.

For on-time performance, the bureau said the 16 carriers reporting had an overall on-time arrival rate of 76.3%, down from 78.7% a year. Large parts of the country experienced severe weather in January, the agency said.
